You need to configure Database Control separately for each database. With the database running, you could set your ORACLE_HOME & ORACLE_SID and run the follwing from the command line:

emctl start dbconsole

If this indicates that database control hasn't been configured, you can run the following:

emca -config dbcontrol db -repos create

You can use Oracle Manage server to manage different database servers.
if you don't want to use OMS,I think ,you should set the enviroment variable: ORACLE_SID,ORACLE_HOME , then you can start your OEM BY run the command 'emctl start dbconsole'.
good luck.
