Something is wrong with my database. I can't drop or alter any user (message: end-of-file on communication channel: not connected to oracle). I'm trying to do this under sys,system,internal accounts. I think there is error in data dictionary. How can I check the dictionary consistency?

Make sure your database is up. This error msg (end-of-file com....) is due to database not being up.
