I think we have to use SYS if we have to monitor Dataguard. Is there any other case where we have to use SYS account instead of GC? Is there any possiblity to use any other than SYS account?

Yes you can use SYSMAN for grid control.And the DATAGUARD facility only availible through grid control not in EM.

But you would need extra privileges for that.

That's true we can use SYSMAN, but If I wants to monitor DG than I dont think I have to use DBSNMP account instead of that I have to use SYS account.
