Is there much work involved (development) to setup OEM for oracle databases... (oracle is not current..using V 9.0, OEM version is 10.2)

Assuming the only thing that need to be done is come up with thresholds and configure..?

Not much work needed. Just start 
emctl start dbconsole
and before that ensure your listener is ok.
